New York State Surprise Bill Goes in Effect

On March 31, 2015, the Emergency Medical Services and Surprise Bills law, commonly referred to as the "Surprise Bill Law," was passed to protect consumers against unknowingly receiving care from out-of-network providers and facing surprise medical bills.

When you come to St. James Mercy Hospital (SJMH) for care and treatment, it is important to know that physician services you receive in the hospital setting—professional fees for anesthesiologist, radiologist, emergency room physician, surgeon—are not included in the hospital charges. Physicians and physician groups bill for their services separately, and may or may not participate in the same health plans as the hospital. You should check with the physician arranging for the hospital services to determine the health care plans in which the physician participates.

Standard Pricing/Price Estimate
St. James Mercy Hospital supports price transparency. We are making our hospital charges available to patients to understand their potential financial liability for hospital services. Hospital charges vary based on the type of care provided. The price can differ from patient to patient for the same services. Pricing can also vary due to patient complications or a different treatment for a patient’s personal health condition. Some patients may also qualify for financial assistance.

When does Financial Counseling Start
Financial counseling starts at the point of registration. Registrars will ask all uninsured patients if they would like to speak with a Financial Counselor. The Financial Counselors will contact any patients requesting financial counseling within 24 hours. They are also available for patients to come onsite to review their documents and financial situation.

Financial Counseling Services include

  • Assistance with Medicaid applications
  • Assistance with Charity Care applications
  • Assistance with other discount policies for inpatients and high cost services
  • Flexible Payment Arrangements
  • Answering questions regarding patient statements
  • Patients may be eligible for government programs such as Medicaid or Family Health Plus and/or Charity Care

Specific policies and procedures are in place for financial counseling services and are carefully followed for fair and consistent consideration of each applicant. Read the entire Charity Care/Financial Assistance policy (PDF).
